François-Xavier Djimgou Ngameni is an information-systems security engineer, founder of the African Laboratory for Cyberstrategy Research and president of RHOPEN LABS, in Douala. He is the author of three books on African digital sovereignty and cyberdefence.
François-Xavier Djimgou Ngameni is a network and information-systems security engineer, CISSP® certified, holds an MBA and is trained in African geostrategy and economic intelligence. A cyber threat analyst then cybersecurity solutions manager at IBM, he became a cybersecurity strategy consultant before founding, in 2019, the African Laboratory for Cyberstrategy Research (LARC), which publishes the African Cyberstrategy Review and advises the continent's institutions and governments. He is president of RHOPEN LABS in Douala, whose SOC Labs is Cameroon's first managed security operations centre. He has published “Souveraineté numérique & cyberdéfense” (2021), “L'Afrique au risque d'une cybercolonisation” with Prof. José Do Nascimento (L'Harmattan, 2023) and “Cyberstratégie africaine” (2024).
